Eliminates the Delaware Compensation Commission entirely, which previously consisted of 6 members appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House.

Removes the Commission's authority to conduct salary studies and submit reports every 4 years recommending remuneration for General Assembly members, state officials, judges, and court officers.

Repeals the automatic implementation mechanism where Commission-recommended salaries took effect July 1 unless the General Assembly rejected them within 30 days.

Changes salary-setting authority for the State Treasurer from Commission recommendation to direct legislative appropriation by law.

Changes salary-setting authority for county prothonotaries from Commission standards to direct legislative provision by law.
