Senate Bill 147 Summary

• Expands liability protections for naloxone administration to "public safety personnel" (law enforcement, firefighters, paramedics, ambulance personnel, and others) instead of limiting it to peace officers, requiring Department-approved training.

• Protects doctors prescribing naloxone from disciplinary action, criminal liability, and civil damages when acting in good faith and following approved protocols, unless injuries result from willful, wanton, or grossly negligent conduct.

• Adds new liability protections for lay individuals rendering emergency care at any emergency scene without expectation of compensation, shielding them from civil damages unless injuries were caused by willful, wanton, reckless, or grossly negligent conduct.

• Defines "public safety personnel" in § 9702 to include law enforcement officers, lifeguards, park rangers, firefighters, ambulance and rescue personnel, communications specialists, and other public employees charged with maintaining public safety.

• Establishes the Advanced Life Support Standards Committee composed of 20 members representing various medical, emergency services, and government organizations to assist the Board of Medical Licensure and Discipline in developing advanced life support service standards.
