Restores the Delaware Prescription Drug Payment Assistance Program, which was previously eliminated in the Fiscal Year 2018 Annual Appropriations Act.

Provides payment assistance up to $3,000 per benefit year for prescription drugs and Medicare Part D costs (premiums, deductibles, and coverage gap costs) to low-income seniors and disabled individuals aged 65+ or those 19-64 receiving Social Security disability benefits.

Establishes eligibility requirements including income below 200% of Federal Poverty Level, U.S. citizenship or lawful residency, Delaware residency, and ineligibility for Medicaid or other prescription drug coverage.

Requires copayments between $5.00 and 25% of drug acquisition cost, with ability to waive in cases of severe hardship; limits prescriptions to 100 dosing units or 34-day supply.

Authorizes the Department of Health and Social Services to implement the program through regulations including drug rebate programs, manufacturer agreements, and an optional annual enrollment fee not exceeding $20 to defray administrative costs.
