Amends Delaware Code § 1014 to include grid-integrated electric vehicles alongside generating systems in net energy metering regulations.

Adds the Society of Automotive Engineers (SAE) J3072 safety standard as an acceptable alternative to IEEE and UL standards for electric vehicles that provide power back to the grid.

Changes terminology from "customer-generators" to "customers" to maintain consistency with other provisions in Section 1014, Chapter 10, Title 26.

Requires all generating systems and grid-integrated electric vehicles to meet safety and performance standards established by the National Electrical Code and either IEEE, UL, or SAE standards.

Clarifies that electric suppliers cannot require net-metering customers meeting applicable safety standards to install excessive controls, perform unnecessary tests, or purchase excessive liability insurance.
