Authorizes $200,000 appropriation to City of Wilmington for public safety purposes with a plan submitted by March 2, 2017 for approval by Joint Legislative Committee on Capital Improvement Program Co-Chairs.

Clarifies that prevailing wage requirements under 29 Del. C. § 6960 do not apply to public works projects funded solely by Community Transportation Funds or Municipal Street Aid Program, retroactive to July 1, 2015.

Authorizes Delaware Department of Transportation to use Community Transportation Funds for one-time reimbursements to Camden-Wyoming Fire Company ($27,500), City of Wilmington ($121,050), Capital School District ($26,740), Mamie A. Warren Senior Center ($35,000), and Indian River School District ($39,100).

Allows school districts to use equalization and educational sustainment funds to match local share of major capital construction projects, and permits Cape Henlopen School District to transfer unobligated state funds from Beacon and Mariner Middle School projects to Sussex Consortium Building project.

Authorizes Office of Management and Budget to execute loan and collateral documents for Justice Center Parking LLC to refinance parking facility indebtedness at 500 North King Street, Wilmington, with State property serving as mortgage collateral.
