Increases the New Castle County Board of Assessment Review from 7 to 9 members, with 8 appointed by County Council and 1 by the County Executive with Council approval.

Changes Board member residency requirement from specific council districts to all of New Castle County, expanding the pool of qualified candidates for appointment.

Reduces the appointment term for Board members from 6 years to 4 years for appointments or reappointments made after the bill's effective date.

Removes provisions regarding original Board member term staggering, which is no longer applicable since the Board was established in 1953.

Updates department references from "Department of Land Use" to "Department of Finance" to reflect current New Castle County organizational structure.
