Amends Section 9 of the Fenwick Island Charter to define "bona fide resident" and lists seven types of acceptable documentation to prove residency for voting purposes, including Delaware driver's licenses, government IDs, voter registration cards, and motor vehicle registrations showing a Town address.

Requires voters to be registered 30 or more days prior to the annual municipal election and be permanent, full-time residents of the Town.

Amends Section 34 to change the short-term borrowing limit from a fixed $500,000 per year to a flexible limit equal to 5% of the total assessed value of all non-tax-exempt real property in the Town.

Requires any new borrowings made after the effective date of this act to be repaid in full within 10 years, replacing the previous 10-fiscal-year repayment requirement.

Clarifies that borrowed funds must be paid from the general fund of the Town and that the aggregate outstanding principal cannot exceed 5% of the total assessed value of non-tax-exempt real property.
