City Clerk and City Treasurer positions change from elected offices to appointed positions, with City Council given authority to appoint and remove these officers upon an affirmative vote of 4 Council members

Elected officials seeking a different elective City office must submit a written resignation from their current position at least 20 days before the candidate filing deadline if the terms would overlap

Tie votes in elections must now be resolved by a special election held within 45 days, replacing the previous system where the outgoing City Council would break ties by majority vote

Vacancies in elected offices (Mayor, President of Council, Council members) now trigger a special election if occurring more than 6 months before the next regular election, rather than being filled by Council appointment

Council members who miss 3 or more consecutive regular monthly meetings, or more than one-third of meetings in a 12-month period, may be removed from office following notice and an opportunity to be heard
