Authorizes the Delaware Department of Motor Vehicles to issue Delaware State Fair Centennial special license plates to commemorate the 100th anniversary of the Delaware State Fair in 2019.

Applies to private passenger vehicles, trucks with 3/4-ton or less manufacturer's rated capacity, and vans with 3/4-ton or less manufacturer's rated capacity.

Requires a one-time fee of $100 for initial plate application ($15 administrative fee plus $85 for the Delaware State Fair fund) in addition to regular annual registration fees; replacement plates cost $15.

Deposits the $15 administrative fee into a special fund for Division of Motor Vehicles administrative costs and the remaining $85 portion into a special fund account for the Delaware State Fair.

Plate colors and design to be determined by the Department of Motor Vehicles in conjunction with the Delaware State Fair Board of Directors.
