Increases civil penalties under Delaware's False Claims and Reporting Act from the previous range of $5,500-$11,000 to $10,957-$21,916 per violation, as adjusted by the Federal Civil Penalties Inflation Adjustment Act of 2015

Violators remain liable for treble damages (3 times the amount of damages sustained by the Government) in addition to the per-violation civil penalties

Brings Delaware's law into compliance with Section 1909 of the Social Security Act requirements to maintain eligibility for a 10% increase in the state's share of qui tam recoveries related to Medicaid fraud

Addresses deficiencies identified by the U.S. Department of Health & Human Services Office of Inspector General, which granted Delaware a grace period ending December 31, 2018 to update the law
