Adopts a constitutional amendment to Article VIII, Section 12 of the Delaware Constitution that creates restrictions on Transportation Trust Fund appropriations

Designates Transportation Trust Fund revenue sources as motor vehicle registration fees, motor vehicle document fees, motor fuel taxes, motor carrier road use taxes and registration fees, and Delaware Turnpike operations

Limits Transportation Trust Fund appropriations to three purposes: capital expenditures on public transportation systems; payment of interest and principal on Transportation Trust Fund-secured debt; and other transportation-related purposes currently authorized on the amendment's effective date

Requires three-fourths approval from both houses of the General Assembly in a separate bill to appropriate Transportation Trust Fund moneys for any purpose outside the three permitted uses

Requires three-fourths approval from both houses in a separate bill to resume appropriations for any transportation-related purpose that has ceased to receive Transportation Trust Fund funding
