Provides special provisions for contaminated and brownfield site redevelopment with reduced runoff treatment volume requirements (30% reduction) when infiltration restrictions do not apply.

Extends the delegation renewal period for local sediment and stormwater programs from 3 to 5 years and clarifies that regulatory guidance documents, interpretive rules, and policy statements are not subject to full administrative procedures but must be published in the Delaware Register.
