Allows the Prescription Monitoring Program (PMP) to share protected health information with the Drug Overdose Fatality Review Commission and the State Epidemiologist without patient consent for public health surveillance purposes.

Enables linking of emergency medical services data and emergency department data on non-fatal overdoses with PMP database information to identify substance use disorder patterns and improve patient care.

Authorizes the PMP Advisory Committee and Addiction Action Committee to receive identified prescriber and dispenser information to identify concerning prescribing patterns, make recommendations to the PMP administrator, and provide targeted education to outlier prescribers.

Adds "public health surveillance" definition to the PMP statute, establishing it as a tool for early warning systems, tracking intervention impacts, monitoring disease epidemiology, and informing public health policy related to substance use disorder.

Changes PMP language from mandatory ("shall") to permissive ("may") regarding use of the program for specified purposes while clarifying it must not interfere with legal controlled substance use.
