Establishes "enhanced shelter" requirements for dogs kept outdoors for more than 30 minutes between 11:00 pm and 6:00 am or when temperature is below 32°F or above 90°F, including minimum space, heating, cooling, and non-freezing food and water.

Prohibits use of cages, crates, carriers, metal barrels, cars, refrigerators, and similar structures as outdoor housing facilities for dogs.

Requires outdoor housing facilities and enhanced shelters to provide clean, moisture-resistant bedding material and protection from wind and inclement weather.

Establishes escalating civil penalties for violations of dog care standards: $100-$1,000 for first violation, $500-$1,000 for second violation, and $1,000 fine or criminal prosecution under cruelty to animals law for third or subsequent violations.

Adds failure to provide enhanced shelter and third or subsequent violations of dog shelter requirements to the criminal offense of cruelty to animals under Title 11.
