Formally establishes the Delaware Population Consortium in state law as a statutory entity to prepare, review, and revise comprehensive population projections annually for Delaware, its counties, and incorporated municipalities.

Requires all state agencies, counties, municipalities, and school districts to use Consortium projections for planning and policy purposes, with provisions to use the most recent available estimates when needed.

Establishes Consortium governance with voting membership including representatives from the Office of State Planning Coordination, three counties, Metropolitan Planning Organizations, municipalities over 20,000 persons, and seven state departments, requiring a quorum of 8 voting members.

Authorizes the Consortium to create population projections with a 30-year horizon, develop seasonal estimates for resort areas, serve as advisory board for the Delaware Census State Data Center, and make projections publicly available.

Takes effect November 1, 2018.
