Creates two special Delaware Sport Fishing License Plates with a freshwater design and a saltwater design for eligible vehicle owners.

Applies to private passenger vehicles and trucks with a 3/4-ton or smaller manufacturer's rated capacity.

Charges a one-time fee of $95.00 ($15 administrative fee plus $80 for the fund) in addition to regular annual registration fees, even for nonprofit organization members normally exempt from registration fees.

Deposits the $15 administrative fee into a special fund for Division of Motor Vehicles administrative costs and the remaining $80 into the "Delaware Recreational Fishing Enhancement Fund" for the Division of Fish and Wildlife to enhance recreational fishing in Delaware.

Establishes a design committee with representation from the Division of Motor Vehicles, Delaware Advisory Council of Recreational Fishing Funding, and Division of Fish and Wildlife to determine plate colors, design, and fish species, which may be updated every three to five years.
