Requires athlete agents to register with the Secretary of State and comply with detailed application requirements including background checks, financial history, and prior conduct disclosures.

Mandates that agency contracts include specific warning notices about potential loss of athletic eligibility and allows student athletes a 14-day cancellation period without penalty.

Requires athlete agents to notify educational institutions within 72 hours of entering into contracts with student athletes and prohibits agents from providing benefits or false information to recruit athletes.

Establishes criminal penalties (Class A misdemeanor with fines of $500-$2,000 and up to 1 year imprisonment) and civil penalties (up to $50,000) for violations, and allows educational institutions and student athletes to sue for damages.
