Requires continuing professional education on opioid risks and alternatives as a condition for biennial registration renewal for controlled substance registrants in Delaware.

Prohibits insurance plans and health maintenance organizations from placing annual or lifetime numerical limits on chiropractic visits for treating back pain.

Creates new provisions requiring physical therapists be compensated by insurance plans without annual or lifetime visit limits for back pain treatment, with copayment or coinsurance capped at 25% of fees.

Eliminates annual or lifetime visit limits on physical therapy and chiropractic care for back pain treatment under state employee health plans and Medicaid coverage.

Sections 1-3 take effect 180 days after enactment; Sections 4-5 take effect 10 days after publication of notice that funds have been appropriated and the Director of the Office of Management and Budget confirms funding availability.
