Requires the Department of Natural Resources and Environmental Control to obtain informed written consent from property owners before entering private property to collect natural resource data.

Written consent must specify the method of collection, date of collection, and how the information will be shared.

Defines "Natural Resource Data" as information collected on private property relating to rare or endangered species, or historic or cultural resources.

Codifies the Department's 2016 policies that previously addressed unauthorized entry onto private lands by requiring written permission and employee sign-off.

Applies to all natural resource data collection activities from the effective date of the act forward.
