Expands railroad crossing stop requirements to include "on-track equipment" in addition to trains, affecting signal devices, crossing gates, human flagmen, audible warnings, and visible hazards.

Modifies § 4161 to require drivers to stop within 50 feet but not less than 15 feet from the nearest rail when approaching railroad crossings with warning signals or equipment present.

Updates § 4163 requirements for vehicles carrying passengers for hire, explosives, or flammable liquids, and for school buses, to include stopping procedures for "train or other on-track equipment."

Amends § 4163A to require commercial motor vehicle operators to check that tracks are clear of approaching "train or other on-track equipment" before crossing and to stop if tracks are not clear.

Changes language from "shall" to "may" in certain provisions regarding proceeding after stopping and crossing procedures, permitting drivers more discretion once safety is confirmed.
