Expands mandatory automatic license suspension to include arrests or indictments for violent felonies or felony crimes against children, with suspension effective immediately upon arrest or indictment.

Creates expedited hearing process within 90 days for educators whose licenses are automatically suspended, allowing reinstatement if charges are dismissed or educator is acquitted.

Establishes temporary emergency suspension authority when educator poses clear and immediate danger to student health, safety, or welfare, lasting up to 60 days pending hearing.

Adds non-disciplinary confidential letter of concern process for minor violations; three letters addressing same conduct may trigger practice restrictions to protect students.
