Defines "dumping" as depositing litter in substantial quantities (32 gallons or more, equivalent to a standard garbage can) on public or private property.

Establishes enhanced penalties for dumping: first offense minimum $500 fine plus 8 hours community service; second offense minimum $1,000 fine plus 16 hours community service within 2 years.

Creates the Littering Investigation and Enforcement Fund (LIEF) to support law enforcement investigations and prosecutions, funded through court-ordered restitution from violators.

Adds $500 mandatory penalty for any littering or dumping offense occurring on a Delaware byway, in addition to other fines.

Allows public parks and recreation areas to be designated as carry-in/carry-out facilities, exempting them from the requirement to provide litter receptacles.
