Grants the Delaware Interscholastic Athletic Association Board authority to establish fees for officiating contests and competitions.

Revises language in § 304 of Title 14 to require the Board to adopt rules and regulations that must include all enumerated duties, powers, and authorities rather than permitting discretionary implementation.

Confirms the Board's existing powers including establishing membership fees, creating standing committees, penalizing rule violations, investigating alleged violations, and interpreting regulations.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards.
