Updates Delaware welfare statutes by replacing outdated terminology: "Aid to Families with Dependent Children" (AFDC) changed to "Temporary Assistance for Needy Families" (TANF), and "Food Stamps" changed to "Food Benefits"

Removes the permanent prohibition on further TANF assistance for families who fail to comply with job placement, education, training, or work eligibility requirements on 3 or more occasions

Eliminates the Social Services Advisory Council's role in reviewing rules and regulations for major assistance program changes and removes the requirement for welfare reform evaluation with Council input

Replaces the Welfare Employment Committee with a new Committee on Employment and Social Services, consisting of 9 Governor-appointed members (including at least 3 employers), to advise on welfare-to-work efforts and assist with placing TANF recipients in private sector jobs

Modernizes administrative references by updating agency names (e.g., Finance Department) and removing obsolete program references (e.g., WIN program, JOBS program)
