Clarifies that criminal justice agencies may disclose arrest data that is reasonably contemporaneous to the criminal event to the public, notwithstanding other provisions of law.

Authorizes criminal justice agencies to disseminate criminal history record information when time is of the essence and the State Bureau of Identification cannot respond technologically within necessary time periods, or when authorized by statute to release arrest data to the public.

Adds definitions for "FBI Criminal History Systems" (electronic clearinghouse of crime data maintained by the Federal Bureau of Investigation) and "Rap Back System" (FBI service providing ongoing status notifications of subsequently reported criminal history to authorized agencies).

Allows the State Bureau of Identification to retain fingerprints and biometric information collected for background checks for continuous comparison purposes within the Bureau's systems and the FBI's Next Generation Identification (NGI) system and successor systems.

Authorizes use of ongoing criminal history monitoring and reporting through the Bureau, FBI criminal history systems, or the Rap Back System as part of background check procedures for state and federal criminal history record information reports.
