Amends Article IV, Section 3 of the Delaware Constitution to extend the timeframe for the Governor to submit judicial appointments from 60 days after a vacancy to a window of 30 days before to 90 days after the vacancy occurs.

Extends the holdover period for incumbent judges whose terms have expired from 60 days to 90 days, and clarifies that holdover is optional ("may" instead of "shall").

Applies to appointments for the Supreme Court, Court of Chancery, Superior Court, Family Court, Court of Common Pleas, and Justice of the Peace Court, all of which serve 12-year terms.

Requires two-thirds approval from both houses of the General Assembly as the second leg of a constitutional amendment, following passage of Senate Bill 275 in the 148th General Assembly.

Makes technical corrections to explicitly list "Chief Justice" among Supreme Court positions and adds clarifying language for Court of Chancery Vice-Chancellors.
