Establishes a Community Assault Weapon Recovery Program administered by the Secretary of Safety and Homeland Security, allowing Delaware residents to voluntarily surrender assault weapons in exchange for $400 per weapon

Defines "assault weapons" to include specific named assault long guns (such as AK-47s, AR-15s, and UZI carbines), assault pistols (such as MAC 10/11 and TEC-9), and "copycat weapons" meeting certain criteria like detachable magazines with folding stocks or flash suppressors

Grants criminal immunity to individuals transporting assault weapons directly to relinquishment locations in good faith

Requires the Secretary to implement the program at locations throughout the state in coordination with local law enforcement agencies

Appropriates $100,000 from the General Fund in Fiscal Year 2019 to fund the program, with the effective date of January 1, 2019
