Adds "youth sports organizations" to the definition of "child-serving entities" requiring background checks for employees, volunteers, and contractors.

Defines "youth sports organization" as a private, nongovernmental entity that organizes, operates, or coordinates a youth athletic team in Delaware that includes one or more minors.

Permits private schools, youth camps, and youth sports organizations to use name-based Delaware criminal background checks and out-of-state criminal record checks through private providers as an alternative to fingerprinted checks, valid for 5 years.

Allows private schools and youth camps directly operated by private schools to opt out of background check requirements if they provide signed acknowledgement to parents or guardians that staff do not meet minimum background check safety requirements.

Maintains existing criminal conviction and Child Protection Registry prohibitions, including lifetime bans for felonies involving physical or sexual assault against children or vulnerable adults.
