Clarifies the Workers' Compensation Oversight Panel's authority to collect data to identify systemic cost drivers, provide policy guidance, and identify carrier-specific cost drivers in Delaware's workers' compensation system.

Requires the Insurance Commissioner to collect quarterly data from insurance carriers and third-party administrators, and empowers the Secretary of Labor to collect data from self-insured employers and healthcare providers upon Panel request.

Authorizes the Panel to request that the Insurance Commissioner conduct formal examinations of individual carriers suspected of insufficient scrutiny of medical payments, which the Commissioner may not unreasonably deny.

Protects Panel data confidentiality by excluding it from public records under Title 29 and making it non-subpoenaable while allowing the Departments of Insurance and Labor to address legitimate competitive, trade secret, or health privacy concerns without interfering with the Panel's statutory obligations.

Permits the Panel to directly demand data from healthcare service providers under the workers' compensation system, including self-insured employers.
