Requires agencies to maintain publicly accessible websites displaying their strategic plans and scorecards that track key metrics used to monitor and improve agency performance

Directs the Director of the Office of Management and Budget and the Controller General to develop a strategic planning process with multi-year goals (3-5 years) and performance metrics focusing on outcomes, reviewed on a quadrennial basis

Requires agencies to include mission statements, performance measures, organizational charts, background information, and descriptions of how funding allocations connect to achievable programs and services in their annual budget requests

Implementation effective for all agencies receiving operating budget appropriations beginning Fiscal Year 2022, with emphasis on continuous process improvement based on widely accepted business improvement systems (Lean, Six Sigma, Baldrige Excellence Framework)
