Codifies the Board of Directors of the Riverfront Development Corporation into Title 29 of the Delaware Code, consolidating provisions previously scattered across multiple Bond Bill epilogue language from 1996, 1997, and 1998.

Establishes a 21-member Board consisting of 8 ex-officio directors (Governor, legislative leaders, county executive, Wilmington mayor and council president), 8 directors appointed by the Governor with economic development experience, and 5 other appointed or elected directors.

Designates one Governor-appointed director as Board Chair and requires that the Mayor-appointed director chair any community advisory board established by the Board.

Adds 2 new director positions to be elected by a majority of the Board, with term limits of 2 consecutive 4-year terms and removal provisions for missing 3 consecutive meetings or for misfeasance, nonfeasance, or malfeasance.

Establishes quorum requirement as a majority of the Board and clarifies that the Board's purpose is to promote recreational, residential, commercial, and industrial development along the Brandywine and Christina Rivers.
