Establishes an Independent Redistricting Commission to draw Delaware legislative district boundaries following each decennial federal census, replacing the current General Assembly redistricting process.

Creates a 9-member Commission composed of 3 retired judges or Delaware attorneys and 6 other citizens, with 3 members from each of the state's two largest political parties and 3 members not affiliated with either major party.

Commission members selected by lottery from a pool of 24 candidates vetted by a judicial panel, after legislative leaders may each strike one candidate; members cannot be lobbyists, political party officers, campaign officers, or elected officials in the 5 years prior to appointment.

Requires Commission to produce a preliminary redistricting plan by the second Monday in May and a final plan by June 30 (extendable to August 1) of years ending in 1, with four public hearings and full transparency through website publication of all plans, meetings, and data.

Grants Delaware Supreme Court original jurisdiction to review final plans; if Commission fails to act or plan is struck down, a judicial panel of the Chancellor and a Superior Court Judge shall complete redistricting by November 30.
