Removes exemption of General Assembly members from State Employees', Officers', and Officials' Conflict of Interest and Code of Conduct rules, subjecting legislators to the same ethics requirements as other state employees and officers.

Adds new subsection (d) to § 1002 establishing restrictions on legislators' use of public funds, facilities, equipment, services, and other government assets for non-legislative purposes, partisan political activity, or private benefit.

Permits limited exceptions to the restrictions on public asset use, including nominal-cost personal use, use of publicly available information, transport of personal equipment used for state functions, use of legislator photographs, reasonable internet use (except for campaign purposes), and acceptance of de minimis gifts for charitable organizations.

Eliminates outdated reference to "Resident Judge" of the Court of Common Pleas in conflict of interest definitions.

Addresses Delaware's ethics concerns identified in the 2015 State Integrity Investigation by the Center for Public Integrity and Global Integrity.
