Replaces the "stillbirth certificate" with a "certificate of birth resulting in stillbirth" to provide official recognition of stillborn children as births.

Establishes new § 3121A allowing parents or individuals with direct interest to request and receive a certificate of birth resulting in stillbirth upon payment of a fee.

Clarifies that stillbirth is defined as expulsion or extraction of a product of human conception weighing over 350 grams or 20+ weeks gestation that does not result in live birth and is not an induced termination of pregnancy.

Permits registered nurses and advanced practice registered nurses (APRNs) to complete medical certifications and pronounce deaths in addition to physicians and medical examiners.

Makes technical corrections to vital statistics procedures regarding fetal death reporting, medical certification timelines, and death investigation protocols; takes effect 6 months after enactment.
