Adds a new subsection (4) to the resisting arrest with force or violence statute making it a class G felony when a person intentionally flees in a vehicle from a peace officer during an arrest or detention, thereby creating a substantial risk of physical injury to other persons

Modifies subsection (a)(3) to end with "or" instead of a period, clarifying it is one element among multiple ways to commit resisting arrest with force or violence

Retains existing provisions that resisting arrest with force or violence is a class G felony and resisting arrest without force or violence is a class A misdemeanor

Takes effect on the effective date of Senate Bill No. 34 of the 149th General Assembly

Functions as a companion bill to SB34, codifying an aggravating factor from controlled substances laws as a separate standalone crime
