Establishes a "Bill of Rights for Homeless Individuals" that prohibits discrimination based on housing status in public spaces, housing, employment, and access to services.

Grants homeless individuals rights including freedom of movement in public spaces, access to emergency medical care, voting rights, privacy protections for personal records and property, and ability to occupy legally parked vehicles.

Prohibits state, county, and municipal agencies from discriminating against homeless individuals and prevents political subdivisions from enacting laws that contradict these protections.

Creates enforcement mechanism through the Division of Human Relations and State Human Relations Commission to investigate complaints, facilitate conciliation, and conduct public hearings with authority to award damages up to $1,000-$15,000 per violation depending on prior violations.

Takes effect 90 days after enactment and applies civil penalties, injunctive relief, and attorneys' fees to violators, with Attorney General authorized to pursue civil actions for pattern discrimination or denial of rights raising issues of public importance.
