Permits physicians to terminate pregnancies before viability without restrictions, consistent with U.S. Supreme Court precedent in Roe v. Wade and subsequent cases.

Restricts termination of pregnancy after viability to situations where the physician determines in good faith that termination is necessary to protect the woman's life or health, or in cases of fetal anomalies with no reasonable likelihood of survival outside the uterus without extraordinary medical measures.

Repeals the state's 120-day residency requirement for abortion procedures, with limited exceptions for employed residents and established patients.

Repeals detailed informed consent requirements in state statute, noting that informed consent is instead required by Delaware Administrative Code § 4408-1.0 through 10.0, Title 16.

Preserves the effectiveness of the Parental Notice of Abortion Act and establishes a definition of "viability" based on a physician's good faith medical judgment regarding sustained fetal survival outside the uterus.
