Reorganizes and consolidates Delaware's regulations for private investigative, private security, and armored car agencies under the Board of Examiners, clarifying definitions and eliminating redundant statutes.

Restructures the Board's composition to include the Superintendent, Attorney General, three public members, two private investigative agency representatives, and two private security/armored car agency representatives, with staggered three-year terms.

Updates qualification requirements for security guards, private investigators, and armored car guards, including modified criminal history standards and requirements for agency owners to be at least 25 years old with 4-5 years of relevant experience.

Establishes comprehensive disciplinary procedures, including grounds for denial, suspension, revocation, or emergency suspension of licenses, with appeal rights to the Secretary through administrative procedures.

Requires agencies to maintain Delaware offices with compliance agents, report employee violations within five days, maintain firearms certification compliance, and provide surety bonds and liability insurance as set by the Board.
