Requires holders of abandoned property to send notice to owners 60-120 days before filing reports with the State Escheator, effective July 1, 2017.

Expands the State Escheator's indemnification of holders to include claims from foreign jurisdictions for property paid or delivered in good faith.

Extends the deadline for the Secretary of Finance to adopt regulations on estimation methods from July 1, 2017 to December 1, 2017.

Allows the State Escheator to waive interest on unpaid amounts under specified conditions, including for holders participating in voluntary disclosure programs or expedited examinations.

Provides different interest waiver authority for unclaimed property remitted before January 1, 2019 versus on or after that date, with full waiver available for certain report-based submissions and up to 50% waiver for examination-based remittances.
