Changes the city auditor position from an appointed role (mayor appoints, council confirms) to an elected position beginning with the 2018 general election and every fourth year thereafter.

Establishes a 4-year term for the elected city auditor, beginning on the first Tuesday after the first Monday of January following election.

Authorizes city council to fill vacancies in the auditor position by majority vote for unexpired terms.

Requires the city auditor to submit an annual report to the mayor, city council, and the public within 30 days after each fiscal year ends, with audit summaries and corrective actions posted on a public website.

Removes the mayor's authority to request special audits and clarifies the city auditor heads the auditing department with independent control over audit selection and operation.
