Amend § 713 of Title 21 to clarify that second offenses in motor vehicle violations must have been committed within 24 months after the first offense, unless otherwise specified by law.

Amend § 4205 to change the timeframe for second offenses from 12 months to 24 months after the commission of the first offense under Chapters 40 and 41 of Title 21.

Maintain existing penalty structure for first offenses (fines of $25-$75) and subsequent offenses (fines of $57.50-$95) under Chapter 40 and 41 violations.

Clarify that the amended timeframe provisions do not apply to violations where penalties are prescribed elsewhere in these chapters.
