Creates new statute § 202A in Title 14 establishing "school of origin" as the school a child attended at entry into DSCYF custody, at any placement change, or the next grade level school in the same district.

Requires children in DSCYF custody to remain in their school of origin unless a determination is made it is not in the child's best interest, with the determination made by representatives of DSCYF, the school of origin, and the school of residence.

Allows immediate enrollment in a new school based on the DSCYF placement address if remaining in school of origin is not in the child's best interest, without requiring standard enrollment documents.

Permits children leaving DSCYF custody to remain in their current school through the end of the academic year unless determined not in the child's best interest.

Directs the Secretary of Education to promulgate regulations establishing the process for determining a child's best interest; Sections 1-3 take effect upon publication of final regulations in the Register of Regulations.
