Creates the "Work a Day Earn a Pay (WDEP) Public Works Jobs Program" to provide entry-level employment for unemployed, at-risk, and disadvantaged workers in Delaware.

Authorizes annual funding up to $2 million from the State Strategic Fund for the program.

Program eligibility includes Delaware residents ages 17 and older who are drug and alcohol free, with employment in public works, litter control, river cleanup, park cleanup, and housing renovation projects.

Establishes the Council on Development Finance to oversee the program, accept grant applications from non-profit organizations, and delegate administration; council must accept applications beginning October 1, 2017, and make awards by March 30, 2018 annually.

Requires the Council to develop measurable goals, track progress, and submit annual reports to the Governor and General Assembly detailing progress, barriers, and effective strategies for the program.
