Amends Delaware Code § 4117 to clarify when vehicles may overtake and pass on the right side of another vehicle.

Permits overtaking on the right using the shoulder when the vehicle being overtaken is making or about to make a left turn.

Authorizes Delaware Department of Transportation vehicles and emergency vehicles responding to emergencies to pass on the right using the shoulder if necessary.

Maintains existing prohibitions on right-side overtaking on roadways with multiple traffic lanes in one direction or on one-way roads with sufficient width for two or more lanes.
