Designates April 6, 2017 as "National Tartan Day" to commemorate the achievements and contributions of Scottish-Americans to the United States.

Recognizes that nearly half of the signers of the Declaration of Independence were of Scottish descent and that governors of 9 of the original 13 states were of Scottish ancestry, including Delaware's first governor John McKinly.

Acknowledges Scottish-American contributions to science, technology, medicine, government, politics, economics, architecture, literature, media, and the arts.

Notes that April 6 commemorates the signing of the Declaration of Arbroath in 1320, which asserted Scotland's independence and influenced the American Declaration of Independence.

Honors over 200 organizations throughout the United States that represent hundreds of thousands of Scottish-Americans and celebrate Scottish heritage and culture.
