Establishes the Statewide Ecological Extinction Task Force to study extinction and extirpation of local plant and animal species in Delaware and report findings and recommendations.

Task Force composition includes 2 state senators, 2 house representatives, representatives from state agencies (DNREC, Department of Agriculture), county executives/administrators, and representatives from 10 organizations including the University of Delaware, Delaware Nature Society, homebuilders, realtors, and conservation groups.

First meeting must occur no later than August 1, 2017, and the Task Force must deliver final report to legislative leadership and the Governor no later than December 1, 2017.

All meetings must be open to the public with advance notice, and the Task Force may invite guest speakers knowledgeable on ecological extinction issues.

Senate provides administrative support and staffing; President Pro Tempore appoints the Task Force Chair, who oversees meetings, documentation, and distribution of the final report.
