Creates a Health Care Spending Task Force to develop comprehensive solutions for reducing health care cost growth while maintaining access to quality, affordable care for all Delawareans.

Task force comprises 13 member positions including legislative leaders, state agency secretaries, healthcare providers, hospital representatives, insurers, and employee organization representatives appointed by specified entities.

Task force must conduct data-driven analysis including pharmaceutical costs, evaluate transition to value-based payment models, and address Delaware's aging population and chronic disease burden exacerbated by social determinants of health.

Task force shall propose solutions for state Group Health Insurance Plan design changes, Medicaid waivers, alternative exchange models, and ensure affordable coverage access for all Delawareans while considering federal law changes.

Task force must submit a final report with actionable solutions to the General Assembly and Governor no later than May 1, 2018, with first meeting required by September 30, 2017.
