Requests an advisory opinion from the Delaware Supreme Court on the meaning of "efficient system of free public schools" as required by Section 1, Article X of the Delaware Constitution.

Asks the Court to determine whether Delaware's current public school system meets the constitutional definition of an "efficient system," given concerns about operational inefficiencies including multiple school districts, property tax referendum turmoil, building maintenance costs, educator compensation, and geographic overlaps between traditional districts, vo-tech districts, and charter schools.

Identifies specific inefficiency concerns including the noncontiguous footprint of Christina School District, inadequate early intervention funding, insufficient summer and after-school programming, and redundant transportation costs across overlapping school systems.

Directs the President Pro Tempore of the Senate and Speaker of the House to provide the resolution to the Delaware Supreme Court within 5 days of final passage and to forward the Court's advisory opinion to the Governor within 5 days of receipt.
