Requests the Joint Finance Committee to redraft House Bill 275 to reallocate approximately $28.4 million in budget reductions to fund the FY 2018 Grants-in-Aid Bill for Delaware non-profit organizations.

Fully adopt the governor's proposed state employee health care adjustments, including elimination of the "double share" benefit for an additional $6.4 million reduction.

Cut non-personnel costs across all state agencies by 1.1%, reducing approximately $22 million from the operating budget.

Reduce travel and mileage expenses for the House of Representatives by $5,000 (12.5%) and $7,000 (10%) respectively, and Senate travel by $2,500 (12.5%) and mileage by $4,000 (10%).

Reduce the Office of the Governor's contractual services line item by 5%, or $7,635, to comply with the constitutional requirement of appropriating no more than 98% of projected revenues.
