Proclaims April 6, 2018 as "National Tartan Day" in Delaware to commemorate the achievements and contributions of Scottish-Americans to the United States.

Recognizes that nearly half of the signers of the Declaration of Independence were of Scottish descent and that governors of 9 of the original 13 states, including Delaware's first governor John McKinly, were of Scottish ancestry.

Acknowledges Scottish-American contributions to American advancement in science, technology, medicine, government, politics, economics, architecture, literature, and the arts.

Notes that April 6 was chosen because the Declaration of Arbroath (Scottish Declaration of Independence) was signed on April 6, 1320, and significantly influenced the American Declaration of Independence.

Recognizes over 200 organizations throughout the United States that honor Scottish heritage and culture, representing hundreds of thousands of Scottish-Americans.
